The digital euro will not reach the public this year or next. European Central Bank President Christine Lagarde said on October 17 that the Eurosystem will run a 12-month internal pilot of the digital euro in the second half of 2027, and that adopting the European Union regulation establishing the currency by the end of 2026 is "key to making this possible." She set out the schedule in her statement to the IMF’s International Monetary and Financial Committee.
"In the retail space we are preparing to complement cash with its digital equivalent – the digital euro – for day-to-day payments," Lagarde said. The digital euro "will further stimulate innovation and competition in retail payments, ensuring that the continued co-existence of public and private solutions underpins Europe’s strategic autonomy in payments."
What the Digital Euro Timeline Looks Like Now
The October 17 statement is the clearest schedule the ECB has given for the project’s next phase, but the underlying milestones were set earlier in 2026. The European Parliament adopted its negotiating position on July 9, voting 416 to 169 with 22 abstentions to open talks with the Council of the European Union and the European Commission. The Council had settled its own mandate in December 2025.
On July 14 the ECB said it had selected 36 payment service providers, from more than 50 applicants, to take part in the pilot. That exercise will use a beta version of the digital euro at the ECB and 19 national central banks, and will test person-to-person and person-to-business payments both online and offline. The selected providers span banks and non-bank payment companies across the euro area.
The wholesale side of the Eurosystem’s work is further ahead. Pontes, its distributed-ledger-technology settlement service for tokenised assets, went live on September 21, and the ECB said the next step is the Appia initiative to build a blueprint for a European tokenised ecosystem. The digital euro pilot and the Pontes settlement launch are the two visible tracks of the same effort to move central-bank money onto digital rails.
What the 2027 Pilot Is – and Is Not
The pilot Lagarde described is an internal test, not a public launch. The ECB has said the beta digital euro will be functionally and technically close to the version foreseen in the draft legislation but will not have legal tender status. It will involve ECB and national central bank staff, e-commerce merchants, and merchants offering everyday services such as cafeterias and restaurants.
A decision to actually issue the digital euro remains separate from these preparations and depends on the legislative process. The ECB has not announced a public launch date. The regulation is the gate: without it adopted by the end of 2026, the schedule slips.
Why the Year-End Legislation Deadline Matters
The digital euro is a central bank liability – electronic money issued by the ECB – which sets it apart from commercial bank deposits and from privately issued stablecoins. Issuing it requires a legal basis that does not yet exist. Parliament’s negotiating position would make the currency usable online and offline, keep basic services free, cap how much any individual can hold, and require most businesses to accept it, while obliging euro area countries to keep cash accessible.
Negotiators are still resolving details such as who sets the holding cap, and the talks must reach a political agreement before the end of 2026 for Lagarde’s timeline to hold. Until the regulation is adopted and a separate issuance decision is taken, the digital euro remains a prepared but unissued currency.
Frequently Asked Questions
When will the digital euro launch?
No public launch date has been set. The ECB plans a 12-month internal pilot in the second half of 2027, and any actual issuance requires the EU to first adopt the digital euro regulation and then take a separate decision to issue.
Is the digital euro a cryptocurrency?
No. It is a central bank digital currency, a liability of the European Central Bank, rather than a decentralized crypto asset. It is designed to complement cash, not to replace it.
Will the digital euro replace cash?
No. The ECB describes it as a digital complement to cash, and the European Parliament’s position would oblige euro area countries to keep cash accessible and prevent businesses from banning it.
Who can use the digital euro in the pilot?
The 2027 pilot is internal. It involves ECB and national central bank staff, selected merchants, and the 36 payment service providers chosen in July 2026. It is not open to the general public.
