Nineteen hours after the Treasury Department cut MEXC Global off from the U.S. banking system, the first issuer left the exchange on its own. NatGold Digital, a Florida company whose gold token traded on MEXC, asked for an immediate delisting on Saturday, saying it would rather move than wait for the order to take effect.
That decision is the clearest signal yet of what the FinCEN action does and does not reach. MEXC has not been sanctioned. Its customers outside the United States have not been barred from using it. What changed on November 6 is narrower: FinCEN’s order tells U.S. banks, brokers and money transmitters to stop moving funds from or to the exchange. The effective date is not yet fixed, because the order still carries a placeholder where the Federal Register publication date belongs.
What the Order Actually Bans, in Its Own Words
The operative sentence is one line long. “A covered financial institution is prohibited from engaging in any transmittal of funds from or to MEXC Global,” the order states, using a definition of fund transmittals that includes convertible virtual currency, not just bank wires.
The finding behind it uses language Treasury reserves for institutions it considers a channel for dirty money. FinCEN determined that MEXC Global, “including any of its subsidiaries, branches, and offices, as well as any successor entities, operating in any jurisdiction outside of the United States,” is “a financial institution operating outside of the United States of primary money laundering concern in connection with Russian illicit finance.”
The order reaches beyond a single legal entity. It names six corporate vehicles across four jurisdictions, and treats successors as covered too.
| Entity named in the order | Jurisdiction |
|---|---|
| MEXC Global Ltd / MX Global Ltd | Seychelles |
| MEXC Estonia OÜ | Estonia |
| GIDA Technology AG | Switzerland |
| MXC Global Ltd | United Kingdom |
| MEXC Global Foundation Ltd (former) | Singapore |
| MEXC Singapore Pte Ltd (former) | Singapore |
Compliance is not optional for the banks on the other side. The order warns that a covered institution “and any of its officers, directors, employees, and agents, may be liable for civil or criminal penalties under 31 U.S.C. 5321 and 5322 for willfully violating this order.”
The 30-Day Clock Has Not Started
FinCEN published the order as a document “submitted to the Office of the Federal Register for publication,” and the enforcement clause still reads: “This action is effective [INSERT DATE 30 DAYS AFTER THE DATE OF PUBLICATION IN THE FEDERAL REGISTER], with no cessation date.”
That placeholder matters more than it looks. Until the notice runs in the Federal Register, the 30-day countdown has no start date, and a compliance officer at a U.S. bank cannot put a hard deadline in a policy document. A search of the Federal Register’s document index for MEXC on Saturday returned no matching notice.
The arithmetic is simple once a date exists. Publish on November 20 and the prohibition bites on December 20. Publish in December and the order lands in January, with the same terms and no expiry.
A Seychelles Exchange With Roughly 9% of the Market
The order describes an operation that is large, lightly supervised and everywhere. MEXC Global was founded in 2018, is incorporated in the Seychelles, and holds no virtual asset service provider license. It operates in more than 170 countries through the subsidiaries listed above.
FinCEN puts its daily transactions above $1 billion as of June 2026, with roughly $5 billion in reserve assets, and ranks it among the 20 largest convertible virtual currency exchangers by volume. As of December 2025, the order says, MEXC held approximately nine percent of the global market share of centralized exchanges.
Treasury’s accompanying release puts numbers on the conduct. Between May 2021 and May 2026, MEXC moved at least $16 billion in funds tied to sanctions evasion, cybercrime and other illicit activity. That figure includes nearly $1.5 billion linked to Russian sanctions evasion, of which $232 million moved directly with entities sanctioned by the U.S., the EU or the UK.
Two details stand out. FinCEN says the exchange was still processing transactions with Garantex, and its successor Grinex, as recently as June 2026, more than four years after Garantex was designated. It also cites about $200 million connected to A7A5, the stablecoin used by the A7 network, and $26 million in transactions benefiting that network.
The Iran findings follow the same pattern: approximately $1 billion in direct transactions with more than 40 identified Iranian exchanges, and about $22 million for the Central Bank of Iran and the Islamic Revolutionary Guard Corps, including its Qods Force.
Secretary of the Treasury Scott Bessent framed the action as a binary. “Financial institutions cannot have it both ways: Either you support the Iranian regime, or you have access to the U.S. financial system,” he said in the release. MEXC’s public blog carried no notice of the order when checked on Saturday.
Read against the exchange’s own volume, the $16 billion finding works out to roughly $262 million a month, or about $8.7 million a day, across the five years FinCEN examined. On a platform handling more than $1 billion a day, that is under one percent of throughput. The case is about the quality of the flow, not its size.
Why NatGold Left Before the Deadline
NatGold’s reasoning is regulatory, not commercial, and it is precisely the kind of decision the order is designed to force on U.S. counterparties. In its November 7 release, the company noted that its wholly owned subsidiary, NatGold Integrity Vault LLC, is registered with FinCEN as a money services business, and that it was “acting ahead of the order’s effective date.”
“As a U.S. company operating through a FinCEN-registered money services business, we are acting immediately in response to Treasury’s decision,” said Mark Radke, NatGold’s executive chairman. “Trust is a cornerstone of NatGold’s operating structure, and responding promptly to this regulatory action reflects that commitment.”
The company says it is in advanced talks with regulated venues serving global markets, including the United States, and will tell holders how to move once new listings are confirmed. Until then, the token’s exit is one-way. CoinGecko’s listing data showed NATG at about $2,172 with roughly $174,000 in 24-hour volume, and the only tracked trading pair was NATG/USDT on MEXC.
That is the asymmetry the order creates. For MEXC, losing a token with under $200,000 in daily turnover costs almost nothing in fees, on the order of $174 a day at a 0.10% taker rate. For holders, it removes the only screen where the token traded. A delisting that barely registers in the exchange’s revenue can strand a small asset entirely.
The context is not new. In October, OFAC sanctioned eight Canadian money services businesses that swapped Iranian rials for crypto, and the same week FinCEN moved on MEXC, U.S. regulators dropped a separate travel-rule threshold plan. Enforcement is arriving in pieces, each one obliging regulated firms to re-screen counterparties.
What the Order Does Not Do
It does not add MEXC to the sanctions list. There is no SDN designation in the order, and the text says nothing in it “shall be construed to modify, impair, or otherwise affect” duties under the Bank Secrecy Act, including suspicious activity reporting, or sanctions administered by OFAC.
It does not bar non-U.S. persons from trading on MEXC, and it does not freeze customer balances. The prohibition lands on covered financial institutions, which is why the practical effect will show up first at banks, payment processors and U.S.-regulated exchanges that touch dollar rails.
It also leaves FinCEN room to move. The order reserves authority “to impose conditions on certain transmittals of funds from or to MEXC Global and to grant appropriate exemptions,” which means the compliance perimeter can tighten or loosen without a new rulemaking.
And the underlying numbers are allegations in an enforcement document, not adjudicated findings. MEXC has not had its day in court over the $16 billion figure, and the order itself notes the exchange claims AML and customer verification policies that prohibit use by Iranian and North Korean persons.
Three Signals That Will Settle the Question
The first is the Federal Register notice, because it starts the clock and converts a press release into an enforceable date. The second is what U.S. venues do with MEXC-origin deposits before that date: a custodian that blocks inbound transfers early tells you how the industry is reading its own risk.
The third is whether any issuer larger than NatGold follows. One gold token with a six-figure daily volume is a signal, not a trend. If a mid-cap project with U.S. banking relationships announces the same move, the exchange’s listing book becomes a liability rather than an asset.
For now the order’s most concrete effect is the one NatGold described: a U.S. company deciding that a token on a Seychelles exchange was no longer worth the regulatory question it invited. The FinCEN order itself has no expiry, which means the question will keep being asked, issuer by issuer, until the Federal Register answers it with a date.
Frequently Asked Questions
Is MEXC banned in the United States?
MEXC has not been sanctioned or formally banned. FinCEN’s order prohibits U.S. financial institutions from processing fund transfers from or to MEXC Global, effective 30 days after the order is published in the Federal Register, a date that has not yet been set.
Can U.S. users still withdraw from MEXC?
The order does not freeze balances or require customers to sell. What it restricts is the banking layer: once it takes effect, U.S. banks, brokers and money transmitters cannot move funds to or from the exchange, so dollar withdrawals routed through those institutions become the practical constraint.
When does the FinCEN order take effect?
Thirty days after publication in the Federal Register. The released text still reads “[INSERT DATE 30 DAYS AFTER THE DATE OF PUBLICATION IN THE FEDERAL REGISTER]” and carries no cessation date, so the clock begins only when the notice runs.
Will other tokens be delisted from MEXC?
Delistings are voluntary decisions by issuers, not requirements of the order. NatGold, a U.S. company with a FinCEN-registered money services business, moved first. Whether larger projects follow depends on their own banking and licensing exposure.
