Bitcoin has faced external attacks for years—from regulators, hostile governments, and competing chains. But Michael Saylor, founder of Strategy, now points to a danger that he says is even more existential: internal factions pushing to rewrite the network’s consensus rules. In remarks detailed in a market update, Saylor compared Bitcoin’s consensus mechanisms to a constitution, arguing that proposals like BIP‑110, additional covenant machinery, and block size increases would weaken transaction freedom, undermine blockspace scarcity, and increase validation costs.
Saylor’s comments come as Bitcoin’s protocol development continues to splinter into competing camps, each presenting upgrades that could alter the network’s economic incentives. He sees a direct line from these technical proposals to a reduced fee market—a shift that could eventually threaten miner revenue as block subsidies halve every 210,000 blocks. Without a robust fee market, the long-term security budget that anchors Bitcoin’s proof-of-work may erode.
The Fee Market and Long‑Term Security
Saylor’s core argument is that Bitcoin’s security model depends on transaction fees growing as the block subsidy shrinks. At the current pace, every four years miners face a smaller coinbase reward, making fees a larger share of their income. If consensus changes inadvertently dampen on-chain fee pressure—by expanding capacity or adding complex spending conditions—miners could find themselves underfunded, with fewer incentives to direct hashpower at securing the chain. That’s not a distant hypothetical; it’s a gradual process that plays out across decades and could reshape network resilience.
The debate mirrors earlier arguments from the block size wars, where Bitcoin Cash and other forks split the community. This time, the proposals are more nuanced, but the underlying tension is the same: how much complexity should the base layer tolerate before it stops being money and starts behaving like a permissioned settlement layer. Saylor’s stance is that every additional opcode or covenant script increases the attack surface, potentially introducing bugs that even thorough review might miss.
Keeping the Base Layer Simple and Neutral
Saylor advocates for a “simple, neutral, scarce, and secure” foundation. In his view, innovation should happen at the edges—on Layer‑2 networks, sidechains, and applications that don’t alter Bitcoin’s core consensus. This idea isn’t new, but it gains weight when spoken by a prominent corporate holder who has repeatedly used his company’s balance sheet to bet on Bitcoin’s long-term value. He wants protocol changes to be conservative, rare, and only when absolutely necessary, warning that even well‑intentioned upgrades can erode the property that makes bitcoin a reliable store of value.
That approach is already visible in the market. While Bitcoin’s base layer remains deliberately constrained, innovation continues elsewhere. The explosive growth of real-world asset tokenization and the rise of Bitcoin Layer‑2 networks show that builders are comfortable working around a minimal base layer. Saylor’s message essentially tells developers and investors that trying to pack more functionality into the Bitcoin protocol itself risks breaking what it was designed to protect.
Uncertainty Around the Protocol’s Governance
Still, not everyone agrees on where to draw the line. Some developers argue that covenants could enable trustless bridges and efficient scaling solutions without sacrificing security. Others point out that Bitcoin’s governance is inherently social, not on‑chain, so changes require broad rough consensus—something that remains difficult to measure. Saylor’s hardline stance may galvanize miners and large holders, but it could also alienate those who believe Bitcoin must adapt to remain competitive against programmable blockchains.
What’s clear is that the conversation isn’t going away. As Bitcoin’s block subsidy continues to decline, the incentives around its consensus rules will only intensify. Saylor’s warning adds a high‑profile voice to the camp that sees simplicity as Bitcoin’s most durable feature, but the community will need to navigate a path that balances preservation with evolution—a debate likely to persist through the next several halvings.
