OKX-ICE Tokenized Stocks: 22 Issuers Object as Blue Chips Opt Out of the SEC Sandbox

The U.S. Securities and Exchange Commission built a five-year sandbox to put NMS stocks on blockchains. Twenty-two of the country’s biggest public companies have now told the first venue inside that sandbox, OKXICE, that they want no part of it. The objection list, disclosed in the venue’s public notice dated October 23, 2026, has more than doubled in the past week and now spans Microsoft, Alphabet, Goldman Sachs, Wells Fargo, Cisco and Broadcom. What began as a regulatory experiment is becoming a live test of whether listed companies actually want their shares tokenized by someone else.

The venue is a joint venture between Intercontinental Exchange, the parent of the New York Stock Exchange, and crypto exchange OKX. It was the first operator to lean on the SEC’s Tokenized Securities Venue exemption, the temporary conditional relief granted in September that lets qualified platforms run permissioned automated-market-maker pools for tokenized equities without registering as a national exchange. The newest names are Wells Fargo, Arm Holdings, Cisco, Moderna, Intuit and Marvell Technology, disclosed in the October 23 filing. The quiet accumulation of objections is the story here, and it says more about the market’s incentives than about any single company.

What the October 23 Notice Added

The October 23 public notice added six issuers to the objection register and brought the running total to twenty-two. The full list, reproduced from the notice, is as follows:

• Cerebras Systems (CBRS)
• AppLovin (APP)
• Applied Digital (APLD)
• Rocket Lab (RKLB)
• CoreWeave (CRWV)
• Verizon Communications (VZ)
• Applied Optoelectronics (AAOI)
• Broadcom (AVGO)
• UnitedHealth Group (UNH)
• Goldman Sachs Group (GS)
• Microsoft (MSFT)
• Qualcomm (QCOM)
• Caterpillar (CAT)
• McDonald’s (MCD)
• Western Digital (WDC)
• Alphabet (GOOG / GOOGL)
• Arm Holdings (ARM)
• Wells Fargo & Company (WFC)
• Moderna (MRNA)
• Cisco Systems (CSCO)
• Intuit (INTU)
• Marvell Technology (MRVL)

When BlockchainReporter first documented the venue’s objections in mid-October, the count stood at nine. It has since climbed through the ranks of the S&P 500 at a pace that is hard to ignore. Three of the twenty-two, Wells Fargo, Arm and Cerebras, were never on the venue’s original roster at all, which means they objected proactively rather than opting out of a listing they were already slated to receive.

The Sandbox the SEC Built

The exemption OKXICE is operating under is the Commission’s order of September 17, 2026, published in the Federal Register five days later at 91 FR 60168. It grants temporary, conditional relief from the statutory definition of an exchange, and from the definition of a dealer for certain liquidity providers, and it is set to expire five years after publication. The order is a product of the SEC’s Project Crypto modernization effort under Chairman Paul S. Atkins.

The mechanics matter because they shape the objection calculus. OKXICE LLC is a Texas limited liability company owned fifty-fifty by Intercontinental Exchange Holdings and OKC USA Holding, the OKX affiliate. It will make tokenized NMS stocks available through permissioned Uniswap v4 liquidity pools deployed on OKX’s XLayer network, each paired against a payment stablecoin such as USDC or USDG. Only wallets holding a non-transferable soulbound token issued by the venue may trade, and a third party, the tokenizer, holds the underlying share one-for-one against each token. The original October 4 notice proposed a roster of sixty-three tokenized stocks across sixty-two companies, with Alphabet’s two share classes listed separately.

For issuers, the binding rule is the notice-and-objection window. Before a venue can offer a tokenized version of a share that the issuer did not create itself, it must send written notice and wait at least thirty calendar days. A written objection inside that window bars the token from trading, and the venue then has five business days to disclose the objection in a revised public notice. The order gives the issuer one clear shot to say no.

Why Objecting Is the Rational Default

For a public company, the objection is nearly costless and the silence is not. A blue-chip issuer that stays quiet for thirty days has no guarantee of a later exit. The order describes an objection window and a disclosure obligation; it does not describe a standing right to withdraw a token once trading has begun. Faced with that asymmetry, a corporate secretary has little reason to let a third party tokenize the company’s shares on an unregistered venue that the SEC itself has not passed judgment on, and every reason to file a one-page objection and keep the optionality.

The roster bears this out in a telling way. JPMorgan Chase sits on the original list and has not objected, while Goldman Sachs, its closest structural peer, filed one of the earlier objections. Two companies with identical regulatory exposure made opposite choices, which suggests the decision is about internal appetite for tokenization rather than any shared legal view. The notice does not state why any issuer objected. Reuters reported that none of the six newest companies offered a reason, and the venue’s filing itself lists names only.

An Objection Is a Venue, Not a Verdict

The twenty-two objections should not be read as a blanket rejection of stock tokenization. An objection blocks trading on OKXICE only. It says nothing about whether a company is open to tokenizing its shares through its own channels or through a venue it trusts more. The original roster still carries Nvidia, Tesla, Apple, Amazon, Costco and Walmart without objection, and a company as crypto-adjacent as Coinbase sits on the list alongside Strategy, formerly MicroStrategy, which is in the middle of its own tokenized capital experiment.

Tokenization is also proceeding on parallel rails. Securitize put twelve U.S. equities onchain on Solana, and the broad question of what tokenized stocks actually are, and who wants them, deserves a close look on its own. The distinction between venue-level resistance and asset-class-level demand is the difference between a setback for one operator and a verdict on the whole thesis.

The Roster Math Before a Launch Date

The cross-check between the two notices yields the clearest read of the situation. Nineteen of the twenty-two objectors were on the original sixty-two-company roster, which means roughly three in ten of the companies OKXICE originally proposed have now said no. The other three, Wells Fargo, Arm and Cerebras, objected from outside the roster. The venue has not announced a launch date, and the thirty-day window that began with the October 4 notice is still running, so the final roster is not fixed.

What matters next is whether the venue launches at all, and with how many names. A launch with a materially shrunken roster would still be a proof point for the exemption but a thin one, while a launch that attracts Nvidia, Tesla and Apple in tokenized form would change the market’s read of the whole experiment. Either way, the SEC has its first data point on a question the order did not answer: whether the issuers it wrote the sandbox for actually want to be inside it.
