Nine protocol initiatives that target EVM compatibility, gasless transactions, compliant security tokens, transaction privacy, AI agent micropayments, and quantum-safe cryptography
The Casper Association today published the Casper Manifest. It is a technical plan that spans several years. Its goal is to make Casper Network the base layer for regulated real-world asset tokenization and the new machine-to-machine economy.
Casper Association President & CTO Michael Steuer presented the Manifest at the Digital Finance Forum in Bermuda. Leaders from Web3 and from both retail and big-money finance were in the room.
One Goal, Nine Initiatives
The Manifest builds on major protocol releases shipped since mid-2025. These include Casper 2.0. It brought deterministic finality, which means a confirmed transaction cannot be reversed. It also added a layer that can run more than one virtual machine.
The Manifest sets out nine linked initiatives around one goal: making blockchain frictionless for users, trusted by institutions, and native for machines. The roadmap:
- brings EVM compatibility to Casper’s WebAssembly base
- adds gasless transactions and smart accounts for a simpler user experience
- grows the tools for compliance, privacy, tiny payments, native tokens, and quantum safety that real-world assets and self-running systems need
Together, these let assets and systems run with more predictability and less friction.
Building the Infrastructure for Regulated Assets and Autonomous Systems
The nine core steps in the Casper Manifest fall into the areas below.
Access for every developer
The largest blockchain developer community builds on Ethereum tools: Solidity, MetaMask, and thousands of audited smart contract libraries.
Casper is adding full support for the Ethereum Virtual Machine (EVM). It will sit next to the WebAssembly engines Casper already runs. Developers can bring their current contracts, tools, and wallets to Casper without changes.
A native token registry gives tokens from either side equal access. One chain, two execution environments, zero fragmentation.
Blockchain that’s frictionless for the user
Someone else pays your transaction fees. Multiple steps collapse into a single action. You sign in with your fingerprint instead of managing cryptographic keys.
The Casper Manifest delivers gasless transactions, batch operations, and smart accounts that allow biometric sign-in. The aim is that using a blockchain app feels like using any other app.
Compliance and privacy as one system
Casper will be the first Layer 1 where regulatory compliance and transaction privacy are designed to work together.
It will support compliant security tokens with on-chain identity checks, transfer limits, and controls by jurisdiction. These are built in line with the ERC-3643 standard, which already governs $28 billion in tokenized assets on chain. As a member of the ERC-3643 Association, Casper Association is helping to expand the standard.
Next to compliance sits a privacy plan rolled out in phases. It brings private transactions with fixed costs you can plan for. It also has built-in tools so auditors and regulators can check the rules are met. They can do this without making transaction details public.
Privacy and compliance work as two sides of the same system. It is designed for the $16 trillion real-world asset tokenization market. To learn who tracks this market, see our look at real-world asset (RWA) data providers.
Native infrastructure for the machine economy
AI agents need to pay for services through code: per API call, per data query, per computation. They need to do this without subscriptions, invoices, or human middlemen.
Casper is a member of the X402 Foundation. It is adding the X402 open payment standard, which lets machines pay each other over the web in stablecoins and other tokens. Casper expects to become the first WebAssembly-native Layer 1 with production X402 support. (For more on how AI agents use blockchain rails, read our piece on AI agents and blockchain infrastructure.)
The same smart accounts and gasless tools built for people also serve AI agents. They give agents scoped spending rights and the ability to run on their own from day one. This provides best-in-class controls and compliance for AI agents.
Tokens as first-class citizens
On most blockchains, user-created tokens are smart contracts. They cost much more to run than native currencies.
Casper’s Native Token Registry lifts every token to protocol-level status. Each token gets the same fixed, predictable costs as native transfers. There is one pricing model for all tokens.
It is also one shared layer across WebAssembly, EVM and any future execution environment on Casper Network. It forms the backbone for everything from DeFi to compliant security tokens to private, confidential transfers.
Quantum-safe from the start
No major smart contract platform has shipped post-quantum transaction signing. Casper will. It plans hybrid accounts that hold both classical and quantum-resistant keys during a transition period.
Institutions may judge blockchain platforms for deployments that last a decade. For them, the answer to “what happens when quantum computers arrive” will be production code, not a research paper.
What Casper’s Leadership Says
“Much of the industry is focused on either maximizing hype, or iterating on concepts that service the same existing, crypto-native use cases. Few are building the infrastructure that will onboard the next billion users, the next trillion dollars in tokenized assets, or the first billion machines,” said Michael Steuer, President and CTO of the Casper Association.
“Executing the Casper Manifest means that developers can bring over their entire EVM stack. For users, blockchain should be invisible. One tap. Done. For institutions, Casper’s roadmap provides on-chain compliance, transaction privacy and quantum safety. And machines need payment rails that don’t require a human, while being bound to spending limits set by their owners on their smart accounts. That’s the future-proof infrastructure Casper is putting in place.”
Timeline
The nine initiatives will not ship all at once. The planned order is:
- First: X402 micropayments, expected to ship in the next few weeks.
- Later in 2026: EVM support, a stronger network layer, and security tokens that follow the rules.
- Next: the Native Token Registry, Gasless transactions, batch operations, and smart accounts.
- Through 2027: transaction privacy and quantum safety, which build on the earlier initiatives.
Formal protocol enhancement proposals for each initiative will be published.

About Casper Network
Casper Network (CSPR) is a layer 1 Proof-of-Stake blockchain built for regulated real-world assets and the machine economy.
Once a transaction is final on Casper, it stays final. The chain can run more than one kind of virtual machine. It supports WebAssembly today and will soon support EVM smart contracts. Costs are fixed at the protocol level. With these, Casper gives a base for compliant asset tokenization, easy apps for consumers, and trade between machines that runs on its own.
The Casper Manifest is the network’s multi-year technical roadmap. It sets out nine linked steps. They cover access for builders, ease of use, rules for institutions, privacy, tiny payments, and quantum safety.
The Casper Association is a non-profit organization based in Zug, Switzerland. It oversees protocol development and ecosystem growth. Learn more at source.
