Unchained Summit Vietnam 2026 has wrapped up its two-day programme at Furama Resort, Da Nang. It brought together delegates from over 43 countries. They held deep talks on digital assets, blockchain systems, and AI. They also discussed the rules that will shape the next phase of the global digital economy.
Wednesday, 3 June 2026, Da Nang, Vietnam: The summit was organised by Aeternum and co-hosted with the Da Nang Innovation Start Support Center (DISSC). Several public bodies took part:
- The Da Nang People’s Committee
- The State Securities Commission of Vietnam
- The Da Nang Department of Science and Technology
The summit drew over 2,150 registrations and welcomed more than 500 delegates. They included senior policy makers, leaders of big firms, founders, investors, and tech builders. They came from Asia, the Middle East, Europe, Africa, and North America.
Vietnam’s Regulatory Framework Takes Shape
One of the most important talks came from Mr. To Tran Hoa. He is Permanent Deputy Head of the Crypto Asset Market Supervision Department at the State Securities Commission of Vietnam. In his keynote, he set out the SSC’s vision for a transparent and safe crypto asset market in Vietnam.
A Five-Point Market Structure
Mr. To Tran Hoa set out a five-point market structure that the SSC is working toward:
- The formation of a primary crypto asset market
- The development of a secondary market
- A clear split between running the tech and running the money side
- Standards for Virtual Asset Service Providers (VASPs)
- A clear definition of state management roles across the ecosystem
Three Principles for Investor Protection
On investor protection, he outlined three core principles:
- Users must be able to reach well-run crypto services and issuers. The law must give them ways to settle disputes and get paid back.
- Service providers and issuers must disclose full information.
- Users’ legal rights and interests must be protected.
These principles, he said, rest on four pillars. They are transparency, safety, fairness, and growth that lasts.
The Grey Zone
Mr. To Tran Hoa also spoke about the “grey zone” that marks much of the market today. He named the key areas that need rules and industry cooperation:
- AML and stopping funds for terror groups
- Keeping data safe, including personal data, company data and market data
- Keeping assets safe for both firms and people
- Compliance with Vietnamese and international law
The Legal Foundation
He also outlined the legal base now in place:
- Four Party resolutions from 2012 to 2025, which set the political course
- Investment Law 143/2025/QH15 and High-Tech Law 71/2025/QH15, giving legal standing
- Government Resolution 05/NQ-CP
- Three Ministry of Finance circulars on accounting, tax rates, and how to file taxes for crypto assets
This is the fullest set of rules Vietnam has built for the sector so far. It shows that the base for a working, well-watched market is being laid now. For more on the country’s rules, see our report on Vietnam’s crypto penalty rules.
On the opportunity, Mr. To Tran Hoa pointed to several facts:
- A global crypto market worth over US$ 3 trillion
- A growing fintech sector with more than 100 active companies in Vietnam
- The chance to grow local talent in finance and tech
He framed crypto market growth not as a risk to be managed. Instead, he called it a national economic opportunity to be captured.
A Market in Transition
David Rogers is CEO Asia-Pacific at B2C2. It is one of the world’s largest wholesale sources of digital asset liquidity. He gave a close account of the deep shift now under way in global crypto markets.
Rogers traced the roots of last October’s market shock. In it, Bitcoin fell from about US$ 121,000 to just over US$ 100,000 in roughly 20 minutes. He linked this to outside triggers, such as geopolitical tensions and rising tariffs. He said it was not caused by any weakness in the technology itself.
He called what followed the largest liquidation event in crypto history:
- About US$ 65 billion in derivatives open interest was wiped out in a single day.
- Over US$ 200 billion was lost across the month.
His main point was that the failure was structural, not cyclical. APIs broke, collateral couldn’t move, and liquidity vanished just when it was most needed.
What came next was not collapse but a rebuild. The market now has more big firms, more rules, and more moving parts. Stablecoins have become the core balance sheet of the ecosystem. Their total supply has reached about US$ 320 billion. That is 50 percent higher than at the start of 2025.
He noted that nearly two-thirds of current stablecoin turnover comes from Asia. In markets like Vietnam, crypto is no longer just speculation. It is now part of how a large share of people use money. His message was direct: capital will follow permission, not just opportunity.
Blockchain Built for Business
Justin Kim, Head of Asia at Avalanche, looked at why wide enterprise use of blockchain has been slow to arrive. He showed the shift now taking place through live projects:
- FIFA’s Layer 1 blockchain for World Cup 2026 ticketing, built on Avalanche
- Dinari’s tokens for public stocks, which meet SEC and FINRA rules for security tokens
- The Toyota Blockchain Lab’s car loan model, which uses smart contracts to track assets in real time and settle deals in one step
Kim said the next wave will come from three areas. One is stablecoin payments across borders. Another is how firms manage their cash. The last is the new economy run by AI agents.
The Identity Infrastructure Problem
Joey Liu of Terminal 3 set out one of the most urgent problems in trade run by AI. He called it the governance gap. AI agents used to help people decide. Now they make deals on their own. The ID and audit systems built for humans no longer fit.
The session outlined a Know-Your-Agent (KYA) framework with four parts:
- Verifiable agent identity
- Clear authority and scope
- Privacy-preserving data access
- Permanent audit trails
It framed this as a governance and infrastructure problem, not an AI accuracy problem.
Trustless Coordination at Scale
Junny Ho of the Kaspa Ecosystem Foundation closed Day 2. His session was on the key coordination challenge of our era. It is not the prisoner’s dilemma but the stag hunt. That means getting people to act together when cooperation helps everyone, but is risky for each person without firm commitment from others.
He argued that blockchain is the only real way to solve this at scale. He meant a fast, high-definition form of proof-of-work. It lets a network stay decentralised in real time. He presented Kaspa’s VIZO coordination market as a practical use. It is launching on the Kasplex EVM before June 30.
Government and Institutional Engagement
Beyond the main stage, the summit held two roundtables for senior leaders. They brought together people from:
- The State Securities Commission of Vietnam
- The Da Nang People’s Committee
- VIFC Da Nang
- Global industry leaders
Talks looked at how ready Vietnam is for digital asset rules. They also covered stablecoin systems and how to protect investors. Another topic was the chance to make Da Nang a regional digital finance hub.
As a direct result, stakeholders will look at setting up ongoing industry working groups. These would work with both the SSC and VIFC Da Nang.
