Best Crypto Exchanges in 2026: 9 Exchanges Ranked by Safety, Fees and Regulation

Last Updated: October 20, 2026

OKX is the best crypto exchange in blockchainreporter’s October 2026 ranking, with a score of 8.0 out of 10, followed by Kraken at 7.7 and Binance at 7.5. We scored nine of the largest exchanges on four measures: security and proof of reserves, regulation and enforcement record, liquidity and coin selection, and trading fees. Availability in the US, the EU and the UK is shown separately for every exchange rather than scored, because it depends on where you live, not on the quality of the exchange. The ranking uses data checked on October 20, 2026, from the exchanges’ own fee and licence pages, regulators, CoinGecko and CoinMarketCap. Blockchainreporter has no affiliate or referral agreement with any exchange on this list, and no exchange paid to be included or to change its position.

How We Rank Crypto Exchanges

Each exchange gets a score from 0 to 10 in four categories. The overall score is the weighted average, rounded half up to one decimal place.

Category	Weight	What we check
Security and reserves	30%	Recent proof of reserves, audited financial statements, hacks and data breaches since 2024
Regulation and record	25%	MiCA authorisation, US licences, UK FCA registration, other major licences, criminal pleas and fines since 2023
Liquidity and selection	25%	CoinGecko Trust Score, 24-hour spot volume and number of listed coins
Fees	20%	Spot taker fee at the lowest volume tier

The rules behind each category are fixed, so the same facts always give the same score:

• Security and reserves: a base of 5 points; plus 3 for a proof of reserves published in the last six months or for audited financial statements as a listed company; plus 1 for a zero-knowledge proof that also verifies liabilities; minus 2 for a hack since 2024 in which the stolen funds were not returned, and minus 1 for a customer data breach since 2024.
• Regulation and record: a base of 4 points; plus 2 for MiCA authorisation, 2 for US licensing, 1 for UK FCA registration and 1 for another major licence such as Dubai’s VARA, Singapore’s MAS or a Wyoming bank charter; minus 2 for a criminal guilty plea since 2023, minus 1 for any other regulatory fine since 2023 and minus 1 for a current restriction order.
• Liquidity and selection: 4 points for a CoinGecko Trust Score of 10 and 3 for a score of 9; 3 points for daily spot volume of $5 billion or more, 2 for $1 billion or more and 1 for $100 million or more; 3 points for 700 or more listed coins, 2 for 400 or more and 1 for 100 or more.
• Fees: 10 points for a taker fee of 0.10% or less, 6 for up to 0.50%, 4 for up to 1.00% and 2 above that.

Security and regulation carry the most weight because they decide whether you can get your money back if something goes wrong. Availability is not part of the score: blockchainreporter’s readers are spread across the world, and an exchange that does not serve one country can still be the best option in another. Instead, the US / EU / UK column in the ranking table and the category picks below show which exchanges readers in those markets can actually use.

Best Crypto Exchange Reviews

1. OKX: Best Overall (8.0/10)

OKX has the lowest fees in this ranking, 0.08% maker and 0.10% taker at the base tier, and is one of the few large offshore exchanges that is also licensed in both the US and the EU. OKX Europe holds a MiCA licence from Malta’s financial regulator, granted in January 2025, and OKX’s US company serves every state except New York, with money transmitter licences across the country. It also holds a Dubai VARA licence and serves UK users under the FCA’s promotion rules. OKX publishes monthly proof of reserves using zero-knowledge proofs; the latest report shows Bitcoin reserves at 110%, Ether at 100% and USDT at 105%.

Its regulatory record is the weak point. In February 2025, OKX operator Aux Cayes Fintech pleaded guilty in the US to operating an unlicensed money transmitting business and agreed to pay more than $504 million, and Malta’s anti-money-laundering unit fined its European arm €1.1 million in April 2025. CoinGecko rates OKX 10/10. Read our full OKX review.

2. Kraken: Safest Choice in the US, EU and UK (7.7/10)

Kraken combines strong reserves, full licensing in the three largest Western markets and deep liquidity, and it has the highest combined security and regulation score in this ranking. It holds a MiCA licence from the Central Bank of Ireland, granted in June 2025, is registered with the UK’s Financial Conduct Authority and holds a Wyoming special purpose depository institution charter. It serves every US state except Maine and New York. Its most recent proof of reserves, as of June 30, 2026, showed Bitcoin reserves of 102.9% of customer balances. Kraken paid $30 million to settle an SEC case over its staking programme in February 2023, and the SEC dropped a separate lawsuit against it in March 2025. In June 2024, security firm CertiK exploited a deposit bug to take about $3 million from Kraken’s own funds; the money was returned and no customer assets were affected.

The weak point is cost. Kraken Pro charges 0.40% maker and 0.80% taker fees on the first $2,500 of monthly volume, falling to 0.30% and 0.60% above that, and instant buys in the main app cost 1% plus a spread. CoinGecko gives Kraken a Trust Score of 10/10 and lists 735 coins on the exchange, more than any other platform in this ranking except KuCoin.

3. Binance: Deepest Liquidity (7.5/10)

Binance is still the world’s largest exchange by a wide margin, with about $8.78 billion in 24-hour spot volume on CoinGecko on October 20, 2026, more than the next four exchanges in this ranking combined, and a 10/10 Trust Score. Its fees are among the lowest at 0.10% for makers and takers, or 0.075% when paid in BNB, and its monthly proof of reserves uses Merkle trees and zero-knowledge proofs; Bitcoin reserves stood at 100.35% in its October 2026 report. It holds licences in Dubai from VARA and in Abu Dhabi’s ADGM.

Its regulatory record is the lowest-scoring part of its profile. In November 2023 Binance pleaded guilty to US anti-money-laundering and sanctions violations and agreed to pay $4.3 billion; the SEC’s separate lawsuit was dismissed in May 2025. Canada’s FINTRAC fined it C$6 million in May 2024, and India’s Financial Intelligence Unit fined it INR 18.82 crore in June 2024. Availability is also limited in Western markets: Binance does not serve US residents, who can use the separate Binance.US instead; in the EU it withdrew its MiCA licence application in Greece in June 2026 and, from July 1, 2026, stopped taking new EU customers and limited existing accounts to managing positions and withdrawals; and it is not registered with the UK’s FCA. Read our full Binance review.

4. Coinbase: Best for Beginners (7.2/10)

Coinbase is the easiest large exchange to start with and the most transparent, because it is listed on Nasdaq and reports customer assets in its quarterly filings, about $245.9 billion in customer crypto in its latest 10-Q. It is available across the US, including New York under a NYDFS BitLicense, holds a MiCA licence from Luxembourg’s CSSF, granted in June 2025, and is registered with the UK’s FCA and holds a Major Payment Institution licence in Singapore. It paid $100 million in a January 2023 settlement with NYDFS over compliance failures, and the SEC dismissed its lawsuit against Coinbase in February 2025.

Two points cost it marks. In May 2025, Coinbase disclosed that bribed overseas support staff had leaked personal data of 69,461 customers, although no passwords or private keys were exposed. Fees are also high: Coinbase Advanced charges 0.40% maker and 0.60% taker at the lowest tier, and simple purchases in the main app cost more. Coinbase does not publish a Merkle-tree proof of reserves. Read our full Coinbase review.

5. KuCoin: Best for Altcoin Selection (6.9/10)

KuCoin lists 804 coins according to CoinGecko, the most in this ranking, and charges 0.10% spot fees at the base level, with a 20% discount when paid in its KCS token. Its proof of reserves for September 30, 2026, showed Bitcoin reserves of 109%, Ether 117% and USDT 110%.

Regulation is its main problem. In January 2025 KuCoin’s operator pleaded guilty in the US to running an unlicensed money transmitting business, agreed to pay more than $297 million and to leave the US for at least two years. Canada’s FINTRAC fined it C$19.55 million in 2025. Its EU subsidiary won a MiCA licence in Austria in November 2025, but in February 2026 the FMA banned it from taking new business over gaps in its anti-money-laundering staffing. The FMA lifted that ban in May 2026, but KuCoin EU is still not allowed to start full operations until it meets the remaining governance requirements. In the UK, KuCoin is not registered with the FCA and has been on its warning list of unauthorised firms since 2023.

6. Bybit: Best for Derivatives Traders Outside the US (6.8/10)

Bybit offers 0.10% spot fees, a large derivatives market and copy trading. Its EU arm holds a MiCA licence from Austria’s FMA, granted in May 2025, and it holds a full virtual asset platform licence from the UAE’s Securities and Commodities Authority. Bybit relaunched in the UK in December 2025, with its promotions approved by an FCA-authorised firm, although Bybit itself is not FCA-registered. It is not available in the US or Canada, and India’s Financial Intelligence Unit fined it about INR 9.27 crore in January 2025.

In February 2025, hackers stole about $1.5 billion in Ether from a Bybit cold wallet, the largest crypto theft on record, which the FBI attributed to North Korea. Bybit covered the loss and kept withdrawals open, and it publishes Merkle-tree proof of reserves attested by security firm Hacken. CoinGecko rates it 9/10. Read our full Bybit review.

7. Bitget: Best for Copy Trading Outside the US and EU (6.6/10)

Bitget charges 0.10% spot fees, 20% less when paid in BGB, and is known for copy trading and futures. It publishes a monthly proof of reserves; its August 2026 report showed a total reserve ratio of 122%. It holds registrations in Australia, South Africa, El Salvador and Mauritius.

Its security record and reach are its weak points. On September 24, 2026, attackers exploited a flaw in a third-party security product and took about $388 million, according to The Block, while early reports put the loss near $352 million. Bitget said its protection fund would cover the losses and restored withdrawals in phases between September 28 and October 2. It does not serve the US or Canada, has not received a MiCA licence, with its application still pending in Austria, and lists Austria, France and Germany among prohibited countries. It paused new UK sign-ups in May 2024 but returned in November 2024 with promotions approved by FCA-authorised Archax; Bitget itself is not FCA-registered.

8. Crypto.com: Best for App Users and Card Spending (6.2/10)

Crypto.com has one of the broadest licence portfolios in the industry: a MiCA licence from Malta (January 2025), UK FCA registration, US money transmitter licences plus CFTC licences for its derivatives exchange, a Major Payment Institution licence in Singapore and a Dubai VARA licence. It serves every US state except New York. Its app is built around buying, staking and spending crypto with a Visa card; see our Crypto.com Visa Signature card review for the card’s rewards and costs.

Security transparency and liquidity hold it back. The only proof of reserves on Crypto.com’s website is an audit by Mazars dated December 7, 2022, and in September 2025 Bloomberg reported that a breach of some users’ personal data that happened before March 2023 had not been disclosed. The Dutch central bank fined Crypto.com €2.85 million in March 2024 for operating in the Netherlands without registration, while the SEC closed its investigation in March 2025 without action. Fees on its US Exchange start at 0.25% maker and 0.50% taker, and card purchases in the Crypto.com app cost 2.99%.

9. Gemini: Best for US Users Who Want a Regulated, Listed Exchange (4.8/10)

Gemini is a New York trust company regulated by NYDFS, serves all 50 US states and has been listed on Nasdaq since September 2025, so its finances are audited and public. It does not publish a proof of reserves. In February 2024 it agreed with NYDFS to return at least $1.1 billion to customers of its former Earn programme and pay a $37 million fine, and in January 2025 it paid $5 million to settle a CFTC case.

Gemini ranks last because of high fees and thin liquidity, and it has narrowed sharply in 2026. Its ActiveTrader fees are the highest in this ranking, at 0.60% maker and 1.20% taker for the lowest tier, and CoinGecko lists only 76 coins and about $24 million in daily volume on the exchange. It began winding down its UK, EU and Australian operations in February 2026 and closed those accounts in April.

How to Choose a Crypto Exchange for Buying Bitcoin

If your main goal is to buy and hold Bitcoin, liquidity and coin selection matter far less than safety, cost and access. Check these points before you deposit money:

• Is the exchange licensed where you live? In the EU, the exchange or its local arm should be authorised under MiCA. In the UK, it should be registered with the FCA or have its promotions approved by an authorised firm. In the US, look for state money transmitter licences, and a BitLicense if you live in New York.
• Does it publish recent proof of reserves? A Bitcoin reserve ratio of 100% or more, published within the last few months, shows the exchange held at least as much Bitcoin as its customers at the time of the snapshot.
• What does a purchase really cost? Compare the trading fee you will actually pay, not the lowest advertised rate. Card purchases and simple buy buttons often cost 1% to 4%, while the exchange’s order book usually charges 0.10% to 0.80%.
• How has it handled problems? A hack that the exchange covered in full is very different from one that froze customer funds. Check its record on enforcement actions, outages and withdrawals.
• Can you withdraw easily? Make sure you can send Bitcoin to your own wallet and check the withdrawal fee. For long-term holdings, a self-custody wallet removes exchange risk; see our crypto wallet reviews.

The fee difference adds up. At the lowest tier, the trading fee on a $1,000 Bitcoin purchase placed as a market order is about:

Exchange	Fee on a $1,000 market buy
OKX, Binance, KuCoin, Bybit, Bitget	~$1
Crypto.com (US Exchange)	~$5
Coinbase Advanced	~$6
Kraken Pro	~$8
Gemini ActiveTrader	~$12
Kraken instant buy	~$10 plus spread

How Reliable Are Crypto Exchange Rankings?

Exchange rankings are only as reliable as their data and their incentives. Before trusting any list, including this one, check three things:

• Who pays the publisher? Many ranking sites earn a commission or a fee per sign-up from the exchanges they list, which can push paying partners to the top. A trustworthy ranking says clearly whether it earns money from the exchanges it scores. Blockchainreporter does not.
• Is the method published? A ranking should state its criteria and weights so readers can check the results. If an exchange’s licence is withdrawn or it is hacked, its score should change.
• How old is the data? Licences, fees and availability change often. In 2026 alone, Binance restricted its EU service and Gemini left the UK and the EU, so a list that has not been updated this year can be badly out of date.

Independent data sites are a useful cross-check. CoinGecko’s Trust Score rates spot exchanges from 1 to 10 on liquidity, regulation, cybersecurity, past incidents and proof of reserves, and its exchange rankings show the breakdown for each platform. CoinMarketCap’s exchange rankings show trading volume and liquidity, and each exchange’s page lists the reserves it reports. Neither site checks licences in every country, so the regulator’s own register is the final word: the FCA register in the UK, the ESMA list of MiCA-authorised firms in the EU, and your state regulator in the US.

Proof of reserves also has limits. Most reports are a snapshot of a single day, many do not include an independent auditor, and a Merkle-tree check only confirms that your own balance was included. Zero-knowledge proofs, used by Binance and OKX, also show that customer liabilities were not understated, but no proof of reserves shows an exchange’s full balance sheet. Our full list of crypto exchange reviews covers more platforms in detail.

Frequently Asked Questions

What is the best crypto exchange in 2026?
OKX is the best crypto exchange in blockchainreporter’s October 2026 ranking, with a score of 8.0 out of 10, thanks to the lowest fees in the ranking, monthly zero-knowledge proof of reserves and licences in the US and the EU. Kraken is second at 7.7 and the safest choice in Western markets, and Binance is third at 7.5 with the deepest liquidity of any exchange.

Which crypto exchange has the lowest fees?
OKX has the lowest spot trading fees in this ranking, at 0.08% for makers and 0.10% for takers at the base tier. Binance, Bybit, KuCoin and Bitget charge 0.10%, with discounts when fees are paid in their own tokens. Kraken Pro, Coinbase Advanced and Gemini ActiveTrader charge between 0.60% and 1.20% for takers, and simple buy buttons usually cost more.

What is the safest crypto exchange?
No exchange is risk-free, but the safest score highest on reserves, regulation and track record. In this ranking, Kraken has the highest combined security and regulation score, followed by Coinbase, and both are licensed or registered in the US, the EU and the UK. Binance and OKX publish zero-knowledge proofs of reserves. For long-term holdings, a self-custody wallet removes exchange risk entirely.

Which crypto exchange is best for beginners?
Coinbase is the easiest choice for beginners in the US, the EU and the UK. It is listed on Nasdaq, licensed or registered in all three markets and has a simple app, although simple purchases cost more than trading on Coinbase Advanced. Kraken is also beginner-friendly and covers the same markets, with Kraken Pro cheaper than Kraken’s own instant buy.

Is Binance the best crypto exchange?
Binance ranks third in blockchainreporter’s October 2026 ranking, with a score of 7.5 out of 10. It has the deepest liquidity of any exchange, low 0.10% fees and monthly zero-knowledge proof of reserves, but its regulatory record is among the weakest in the ranking. It is also not open to new users in the US, the EU or the UK, where Kraken and Coinbase are better options.

Is Binance available in the US and the EU?
Binance does not serve US residents, who can use the separate Binance.US platform in most states. In the EU, Binance withdrew its MiCA licence application in June 2026 and, from July 1, 2026, stopped accepting new EU customers and limited existing accounts to managing positions and withdrawals. It is also not registered with the UK’s Financial Conduct Authority.

Is Kraken the best crypto exchange?
Kraken ranks second in blockchainreporter’s October 2026 ranking with a score of 7.7 out of 10, and it has the highest combined security and regulation score. It holds licences or registrations in the US, the EU and the UK, publishes proof of reserves showing Bitcoin reserves above 100% of customer balances and lists 735 coins. Its main weakness is cost, at 0.40% maker and 0.80% taker on Kraken Pro.

What is the best crypto exchange in the US?
Kraken is our pick for US residents, with the highest security and regulation score among exchanges serving the US, available in every state except Maine and New York. Coinbase, which holds a New York BitLicense, is the best choice for New York residents and for beginners. OKX, ranked first overall, also serves every state except New York through its separate US company.

How reliable are crypto exchange rankings?
They vary widely. Many ranking sites earn commissions from the exchanges they list, which can affect the order. A reliable ranking publishes its method, discloses any payments and updates its data often. Cross-check any list with CoinGecko’s Trust Score, CoinMarketCap’s exchange data and the regulator’s own register, such as the FCA register in the UK or ESMA’s MiCA list in the EU.

What should I look for when choosing an exchange to buy Bitcoin?
Look for a licence where you live, a recent proof of reserves showing at least 100% Bitcoin backing, low fees on the order type you will actually use and easy withdrawals to your own wallet. Check how the exchange has handled hacks and enforcement actions. Card purchases and simple buy buttons can cost 1% to 4%, while order-book trades usually cost far less.

Does blockchainreporter earn money from these exchanges?
No. Blockchainreporter has no affiliate, referral or advertising agreement with any exchange in this ranking, and no exchange paid to be included or to change its position. Scores come from a fixed method using public data from the exchanges, regulators, CoinGecko and CoinMarketCap, checked on October 20, 2026. We update the ranking when licences, fees or security records change.
